Journalism in Africa: Rwandan journalists protest new law; Kenya’s media voted most trustworthy institution

Rwandan journalists have officially petitioned their upper parliament to shoot down a stringent media law that would force journalists to reveal their sources.

The proposed law would criminalize any story on cabinet proceedings, internal memos and documents in public institutions.

Under the legislation, anyone starting a newspaper would be required to pay $20,000 (£12,500) and 10 times more to begin a radio or TV station.

Speaking to Journalism.co.uk, Gasper Safari, president of the Rwanda Journalists Association, said the new laws were a death sentence to investigative journalism.

“How will investigative journalism survive? It is a rope and we are just being asked to practice journalism and the hangman will pull the rug under your feet,” he said.

Safari explained how his organisation had initially written a protest letter to the lower house of parliament, but it was ignored.

“We will explore other methods in dealing with the upper house. People cannot be allowed to shout they support press freedom while deep down they do not support the existence of the media,” he said.

Kenya

The media is the most trusted institution in Kenya – and the country’s electoral commission (ECK) the least, according to a recent survey by Gallup International affiliates Steadman Research.

The quarterly poll found that 80 per cent of Kenyans trusted the media – exactly the same number that found the ECK the most dishonest.

Fortunes for the media and the ECK have been on a downward trend since the violence surrounding last year’s disputed presidential election, but the media has regained some ground in the last two months after two major commissions backed by both the United Nations (UN) and the African Union (AU) returned a not guilty verdict on most of the media.

“Kenyans are saying that their last hope is with the media, their trust for institutions is at an all time low, but they have their thumbs up for journalists,” Tom Wolf, a lead researcher at Steadman, told a press conference in Nairobi.

The media was placed ahead of Kenya’s President, Prime Minister and parliament by the survey.

“We are not very happy to be ahead of all other institutions. It means we have a duty to assist them in getting to the highest level of trust, but our work is easier since we have the trust of our readers and viewers,” said Martin Gitau, general secretary of the Journalist Association of Kenya (JAK).

Round-up of the recent UK newspaper job cuts

It’s hardly like newspaper jobs were all that secure anyway, but this month’s financial situation (something about a recession) hasn’t helped things either over the last couple of weeks.

This week news broke that two of the UK’s biggest-selling regional daily newspapers will cut 135 jobs.

The family run publishers Midland News Association are looking to merge their publications, the Express and Star and the Shropshire Star, with the aim of reducing costs by around £3 million a year.

After a decline in advertising revenue, the publishers considered it a necessary move, as reported over at the Guardian. There are plans to merge some parts of classified advertising, production and finance.

Press Gazette reported that despite the merger, both publications will maintain their individual identities, while also keeping separate editors and reporters.

  • At the beginning of last week we learnt that the Metro in Manchester will be axing ten jobs. It has since been announced that the jobs lost will be in editorial, sales and adminstration roles. The Liverpool office has been closed and relocated to Manchester.
  • Three of Trinity Mirror’s East Midlands publications ceased production last week, as reported over at Hold the Front Page: the 126-year-old Long Eaton Advertiser, The Nu News and The Long Eaton Trader. A distribution worker and 3 members of advertising were made redundant. Due to staff reassignments, no editorial job cuts were made.

South China Morning Post (via Editors Weblog): Hong Kong business papers launch paid-for websites

The Hong Kong Economic Journal and Hong Kong Economic Times have both launched new websites with paid-for access models.

Subscribers to the Times’ site, who will pay HKD598 (£49) a year, will have access to full pages of the newspaper, a three-year archive and real-time markets coverage.

Record donations received for journalists killed in Georgia

An appeal launched by Editorial Photographers UK (EPUK) has raised £1,330 for the families of two journalists killed during the recent conflict in Georgia.

The families of photographer and news agency head Sasha Klimchuk and journalist Giga Chikhladze received an equal share of the money after it was wired to them in Tiblisi, Georgia, last week.

A statement on the EPUK website read:

“The families were dependent on incomes from Sasha’s photography and from Giga’s journalism. The generosity of EPUK members means the families can begin to rebuild their lives after the tragedy.”

Friends Sasha and Giga vowed to support each other’s families should something happen to one of them in the war-torn environment. They were both shot and killed by gunmen in Tskhinvali, the South Ossetian capital, on August 9 2008

Giga’s widow thanked the EPUK not only for the donations, but also for the many messages of support, the statement said.

Jeremy Dear responds to regional media/BBC Local row

Following coverage of last week’s comments by National Union of Journalists (NUJ) chief Jeremy Dear, about his bemusement with the regional press’ opposition to the BBC’s proposals to extend local video offerings online, the general secretary has responded, saying that there’s ‘room for everyone’ in the regional market.

“My point is that the local newspapers campaign is for their own vested interests – they don’t care about ensuring local people have a variety of sources of news, comment and entertainment. They want to be able to capture the market themselves. I fully support the newspapers’ expansion in to online media and I hope they capture a significant part of the audience – but it has to be done through quality content, with enough staff and resources to win ‘eyeballs’ not by stopping the licence fee payer being able to access BBC local services,” he writes in a blog post.

Dear adds that he has replied to a letter from Trinity Mirror’s director of corporate communications about his remarks, but is yet to receive a response:

“I simply asked him the question that if we believe in media plurality and we accept that commercial local TV and radio can exist alongside the BBC what is so different about online?”

Regional newspaper publishers have previously told Journalism.co.uk that ‘enough staff and resources to win “eyeballs”‘ would be a much easier prospect if a £68 million, five-year investment plan was available.

The final decision on the plans is fast approaching – it’s scheduled for February 25 2009 – and perhaps now is the time for the regional press to ask themselves what can be done if their opposition fails.

Is there potential for collaboration with the BBC online, and could this drive further innovation by regional titles online in response to the competition? Or will approval of the scheme lead to a reduction in online investment by the regional media?

Too old to become a journalist – The NCTJ fast-track course: say so long to your social life

I am now on week seven of my NCTJ course at Lambeth College, London.

As previous posts to the Journalism.co.uk forum will prove, I spent a large amount of time wondering whether or not to do an NCTJ course – was it worth the money and the time? Did I want to concentrate on news when I was a features writer?

I spoke to a few working journalists in the hope they could make the decision for me, but surprisingly opinion was mixed, especially in the dreaded shorthand debate (a national newspaper journalist I know doesn’t have a word of shorthand).

With the benefit of hindsight here’s my two-pence on the NCTJ:

It’s worth every penny.

Even if you want to be a features writer the NCTJ is a well-recognised qualification within the industry. There is a magazine equivalent but I’m not sure if it’s so well-known or respected.

I can only speak for the course at Lambeth but I am staggered by how much I already know about journalism, the government and the law and I can’t imagine walking into any publication – features or news – without it.

The Lambeth Course
The fast-track course at Lambeth is only 18 weeks. It’s Monday to Thursday and they expect you to spend your Fridays on work experience. The homework and revision has me working literally all the time.

The fees are £800 (international £3,390) at the moment and, according to the college website, are set to remain at that level for next February and September’s courses as well.

After that there is talk of the fees going up to a couple of grand. I found other NCTJ courses in London cost around £3K and some were wildly more expensive so at the moment Lambeth is great value for money.

While Lambeth College and the surrounding area may not be the most attractive place in London or the world (if you want leafy go to NoSweat), the course has an excellent reputation and pass rate.

The entry exam will see you writing a news story from a press release and quotes given to you. My story was about 500 plastic ducks that had been found on the local village pond. Yes, I did put: ‘Villagers thought they were going quackers…’ With phrases like that you better hire me before I get snapped up.

There is also a current affairs test with the usual questions like: ‘Who is the Chancellor?’ etc.

Once you’re on the course it is broken down into four sections:

Journalism
Mainly geared to hard news writing but I’ve found it really sharpens up feature writing as well.

You are taught what makes news and how to sub your copy to within an inch of its life to make your writing clear and concise.

It’s pretty formulaic but a quick read of any news story in a newspaper, national or local, applies the same principles.

Favourite quote from the teacher so far: “This is probably the hardest exam you will ever do.”

Law
Using the trusty tome ‘McNae’s Essential Law for Journalists’ you deal with all aspects of media law. Defamation made me want to lie down in a dark room. You also get out in the field: we went to the Jean Charles De Menezes inquest this week.

Public Affairs
Or ‘how central and local government works’. It’s an absolute minefield and I have no idea how councils function with the amount of regulations they must adhere to. Very interesting stuff however and satisfying when you read the paper and see what makes the political news – Russian Yacht trip anyone?

Favourite quote from the teacher so far: “If the council like you, then you’re not doing your job properly.”

Shorthand (Teeline)
Ah, the beast you must tame. To pass the exam you must be able to write 100 words per minute (this is only a C grade however, in other words, just a pass).

That’s a tall order in only 18 weeks but it can be done. The teacher says you must do two hours a night practice and she ain’t joking…

It’s two hours a night or re-take the exam. I am at around 50wpm now and it’s only week 7 – cue the ticker tape. If I can do it anyone can.

Favourite quote from the teacher so far, said after a discussion on the importance of keeping letters neat.: “If your colleague walks under a bus, then you need to be able to translate their shorthand.”

You also have to complete a portfolio of work, i.e. cuttings, but these don’t necessarily need to be published.

Launch-time round-up: TotalFilm.com revamps; Politick magazine targets 18-35s; ecoforyou launches

A press release courtesy of magazine publisher Future tells of the relaunch of TotalFilm.com – complete with a new editorial team for online.

Andy Lowe, acting digital editor, and George Walter, who has temporarily moved from GamesRadar.com to work as launch editor, will head up the online staff. Contributions to the site will also come from the print magazine team.

The new look site promises ‘hubs’ of content for individual films, in particular new releases, aggregating user comments and related external links. Video on the site has also been ramped up, with more use of clips for Q&As with actors and directors.

In the print sphere: Politick!, a £3.99 quarterly ‘aimed at young people 18-35’ (good news for anyone over 30 – that’s officially young then), is preparing for its debut.

The title, which claims no political bias in a press release, hopes to better engage young people with politics and the political process.

“This isn’t about us telling them we like the Arctic Monkeys. And this isn’t about Cameron, Brown or Clegg. We’re not going to tell anyone who to vote for or what to think. We just want to help young people to realise that they can change the world,” says editor Laura-Jane Foley.

Good luck to Politick! – that’s no mean feat…

Finally – ecoforyou, the green living, digital magazine announced by PlanetInk earlier this month, has launched. The first issue is free from the magazine’s site and boasts video, 34 full-colour pages and Flash animation. A text-only format, which is compatible with screen readers, is also available.

Metro International, the freesheet publisher, said it doesn’t expect to break even in 2008: so far this year has lost a total €3.97 million (£3.08 million) from its seven websites in Sweden, the Netherlands, Denmark, Hungary, Chile, France and Spain.
