Media release: BBC Trust approves greater international focus for Worldwide

The BBC Trust has approved a new strategy for BBC Worldwide to include a greater focus on international opportunities.

In a release published by the trust today, it confirmed that a new strategy was approved for BBC Worldwide, the commercial arm of the broadcaster, in March.

This follows an 18 month-long review of the BBC’s commercial activities, setting out changes to the future remit of BBC Worldwide.

The BBC Executive’s strategy for BBC Worldwide is now to develop a more integrated and ‘balanced’ internationally-focused portfolio that, within the agreed parameters, balances the need for growth with acceptable levels of risk. BBC Worldwide should also seek to invest in growth businesses which offer new rights monetisation opportunities.

Poor investment and low morale highlighted in NUJ letter to Johnston Press shareholders

The National Union of Journalists has called on Johnston Press shareholders to encourage management to work with the union.

In an open letter, published on its website, being presented to the publisher’s shareholder’s at an AGM today, the union criticises cuts at Johnston Press.

The Johnston Press annual report boasts about ‘local content’, ‘teams of local experts’ and proclaims that ‘Content is King’. Yet behind the corporate jargon, the company has reduced staff in its editorial teams dramatically in the last 12 months, with so-called ‘back-office functions’ – which include newspaper content creators – being moved sometimes miles away from the communities they serve.

The much-hailed new content management system is ‘operational’ across the business. This is purely down to the hard work of journalists. The company’s failure to invest in new hardware made the shaky implementation of the system exceedingly difficult. Similar systems have been introduced successfully at other newspaper groups who recognised this was a key investment that couldn’t be brought in on the cheap.

Over 230 editorial staff have been made redundant; significantly, 85 per cent volunteered to leave, a testament to the poor morale amongst staff. Those made compulsory redundant were often treated badly – in some cases individuals were given only a few hours to make a choice between a huge pay cut and imposed relocation or being forced to leave. All of this has taken place at a company that claims to belong to ‘Investors in People’.

Finding the value in Guardian local ‘experiment’

Yesterday the Guardian announced it was winding down its local blogging “experiment” Guardian Local.

The platform, which ran three blogs for Cardiff, Leeds and Edinburgh, was first launched in March 2010, described at the time by Guardian editor in chief Alan Rusbridger as a “tiny toe in local web water”.

But – continuing with the metaphor – it seems the waters may have been too cold, as the Guardian decided to start winding down the sites this week. The decision drew much disappointment from readers, expressed in both the comments section on this Guardian article, and across social media.

Editor of the project Sarah Hartley used Storify to bring together some of the reaction on Twitter. And speaking of Twitter there is already a hashtag campaign gathering pace on the site in particular reference to the Cardiff service.

On his blog Andy Dickinson contributes his thoughts, turning the debate onto understanding the value of the “beatbloggers” behind each site.

No, I’m sure that the Guardian has learned loads and will see the benefit. I’m sure they understand how to run a crowd now.

I’m sure they see the value in having someone on the ground. They must see the potential of new technology in having faster, targeted and responsive journalism. It even strengthened their brand – albeit in a passive way.

So a lot for the Guardian to be proud of. But the failure of any experiment comes from how you use the results not the experiment itself. And they’ll fail if they take the results and don’t keep the hyperlocal team.

… The truth is that the value of the Guardian local communities rests with them; their work and their relationship building. The unique nature of each area can’t be homogenised in to a broad model. The people who are upset to see the sites go didn’t have a relationship with the Guardian – the Guardian is the bastard that broke their realtionship up!

You can’t just transplant the Guardian Cardiff model anywhere. You could put Hannah or John or Michael anywhere and they’d use that experience. But you might also lose some of their passion and, with the best will in the world, there would be little or no reason for their Guardian Local audiences to follow them.

And so, Dickinson goes on to say, hyperlocal is not a model that large media organisations “can ever get right”. The impact of the closure of Guardian Local on the perceived future of hyperlocal journalism also formed part of paidContent’s reaction to the news:

Despite years of talk, hyperbole and failed experiments in “hyperlocal” journalism, which has been championed by many including the Guardian Local staff, there remain few concrete examples of formalised such efforts becoming commercially sustainable.

In the latest re-emergence of the hyperlocal hype curve, some pundits have even been pitching the paradigm to journalism students as the rock-star, enterprise-journalism career to seek out, in an industry where graduate job vacancies have dried up.

GNM’s decision may be one more indication that there is no future for industrialised “hyperlocal” journalism. At least its staff were salaried, trained professionals.

But the publisher says it will “integrate communities and topics into our wider site coverage wherever possible” and versions of the idea live on through sites like Northcliffe Media’s LocalPeople, networks like AOL’s Patch, Scotland’s good-looking STV Local and the imminent new UK government-sanctioned local TV network.

Some consolation to the faithful – GNM is also aiming to secure its future at the international, not local, level, by courting a US audience to sell as advertiser scale. Meanwhile, the many independent, volunteer-run hyperlocal blogs which had already existed prior to each of these exponents will go on publishing, perhaps buoyed by the qualitative, if not commercial, success of Guardian Local.

But there could still be a future for hyperlocal and the Guardian in the areas reached by its local project, in one form or another. Writing in the comments section of her own article on the Guardian, head of digital engagement Meg Pickard said one potential way forward could be for communities in the affected areas to raise funds to keep the project going, or carry on with the blogs themselves and keep the legacy going.

On that note, in conversation with editors here earlier, an interesting idea was mooted: would any of the local communities or individuals affected be interested in carrying on the Cardiff/Leeds/Edinburgh blogs? Or fundraising a sum to enable us to continue?

If we could find an alternative – community-supported? – funding model, that could extend the local project…. Worth pondering? Any thoughts?

Stumping up a bit of cash by way of pledging support (rather than full-on funding) to the Guardian Local site is not out of the question for Matt Edgar in Leeds, who writes on his blog that he’d be happy to commit the value of his print subscription to a citizen-run news service in the area “that offers quality writing with a determinedly local focus” – if 35 other local people will do the same, he says.

The Guardian is “winding down” its Guardian Local pilot including the successful Leeds blog. I think this is a mistake.

In just a short time John Baron and Sarah Hartley have created a service that gives a new and authentic voice to the UK’s sixth largest city. They’ve proven the value of a professional beatblogger who nurtures and complements the wider network of local bloggers.

… And as I wondered what to do, it struck me that I already pay the Guardian £23.32 per month to subscribe to the print edition of the (London-based) paper. What if that money went directly to supporting, in Mike’s words, “quality writing with a determinedly local focus”? And how many (or how few) committed subscribers would it take to make a service sustainable?

Back of an envelope, 36 print subscribers pay the Guardian £10,000 per year. It wouldn’t fund a whole beatblogger but it’s certainly enough to get the ball rolling. If you subscribe to the Guardian (or indeed any other daily paper) in Leeds would you consider switching that spend to a citizen-run news service? I would, and so far seven other people have joined me on Pledgebank.

Beet.tv: The role of YouTube as a platform for citizen reporters

The interesting video below, from Beet.tv, features an interview with Olivia Ma, manager of news at YouTube, who talks about the site’s role as a platform for raw video of newsworthy events, such as the Middle East uprisings, both to the general public and news organisations.

YouTube doesn’t actually do any vetting of this material, we simply provide a distribution platform for people to get the word out and to upload their videos so the world can see them … Everyone can be a reporter, everyone has the power to bear witness to the events that are happening around them and document that and share it with the world.

Lord Lester ‘not enthusiastic’ about privacy laws

Lord Lester today urged the newly-formed joint committee on the draft defamation bill not to try to tackle a privacy law within the legislation.

Giving oral evidence before the committee, where he praised the government’s draft bill, he said he was “not enthusiastic” about privacy law.

The one thing I would say to this committee is that if you want to kill defamation law reform you will start by going into privacy and saying that needs to be tackled in the same bill. Because I promise you the plan to have an actual bill come out next May and be enacted next year will not happen if you get involved in the thickets of privacy at the same time.

In a following discussion on the power to make decisions on a day-to-day basis on what becomes public knowledge, he added that he “strongly believed” in self-regulation.

That is why I continue notwithstanding in the Ministry of Justice’s draft that having regard to adherence to professional codes needs to be written into the responsible journalism defence to emphasise that the judgements are for the editor or reporter, not for the court … Judges are not editors, reporters and are not competent to act in place of editors and reporters.

The law therefore needs to encourage self regulation. The Press Complaints Commission needs to be able to give effective remedies to keep the courts away.

Ultimately I think that a free press is obviously essential to democracy and the judgements have to be made by the profession … you will notice that in all the fuss about injunctions, super injunctions and privacy, that is a fuss which is made very often by newspapers that earn a living by trading in publishing private information to the public and good luck to them, but if you take a newspaper which does serious investigative reporting … if you are a responsible profession and you then take advantage for example of my Reynolds defence you’ll be able to tackle that.

Guardian: New phone-hacking investigation contacts 4,000

The Guardian reported last night that the Metropolitan police warned a total of 36 people in the first four years of the phone-hacking affair that they may have been targeted.

In comparison, according to the Guardian, the new investigation being carried out into allegations of phone hacking is thought to be contacting up to 4,000 people whose details were allegedly found during the original police investigation.

Scotland Yard has previously repeatedly refused to disclose the number of victims it had warned, rejecting applications under the Freedom of Information Act on the grounds that releasing it would necessarily disclose the identities of those warned, and that this would breach their privacy.

However, in a sharp change of policy, the Met’s acting deputy commissioner, John Yates, volunteered that during the 2006 inquiry police had warned 28 people they may have been victims; and that after the Guardian revived the affair in July 2009 they warned eight more.

Media release: Former Newsnight editor appointed as director of BBC Vision

George Entwistle has been named as director of BBC Vision following what the broadcaster called “an extensive recruitment search” after Jana Bennett’s departure earlier this year.

Entwistle, a former editor of Newsnight, will take up the post with immediate effect. As part of his role he will also oversee Vision Productions and have editorial oversight for UKTV.

I am genuinely honoured to have been chosen for the role of director, BBC Vision.

The BBC’s television portfolio is of enormous importance to the creative and cultural life of the UK and is performing strongly in terms of quality and audience reach and share.

At the heart of its success, BBC Vision Productions is responsible for some of the best television programmes we broadcast.

I feel enormously proud to be leading these teams and I will do my utmost to build on the legacy of talent and excellence left by my predecessor, Jana Bennett.

News teams nominated for 2011 BAFTAs

Nominations have been announced for the 2011 British Academy Television Awards, with production teams at the BBC, Channel 4, ITV and Sky all nominated within the News Coverage category.

The production teams behind BBC1’s Ten O’Clock News: Handover of Power, Channel 4 News: From Chile’s Ecstacy to Congo’s Agony, ITV News at Ten: The Cumbria Murders and Sky News: Egypt Crisis, all made the official list of nominations.

Other categories within the awards, which will be presented at a ceremony on 22 May in London, include Current Affairs, Single Documentary and Factual Series.

Metro: World media gear up for the wedding

The Metro this morning reported that “an international army” of 8,000 broadcast journalists and technicians, covering the Royal Wedding on Friday, will be operating from a temporary multimedia village in Green Park.

According to the Metro major networks have spent around £50,000 to set up temporary studios offering Buckingham Palace as a backdrop. Interest “has been strongest” in the US, the Metro report adds.

CNN alone is dispatching at least 400 staffers, including 50 journalists and producers to cover the spectacle and plans several news special this week. Even the Weather Channel has caught royal wedding fever with its Wake Up With Al programme based in London.

CNN announced last month that it would also be sending one of its iReporters to London to cover the wedding.

Reuters: Journalists in more than 500 attacks during uprisings, claims CPJ

The Committee to Protect Journalists claims reporters have been suppressed in uprisings in the Middle East and North Africa in more than 500 attacks, some of them deadly, Reuters reports.

Mohamed Abdel Dayem, program coordinator for the Committee to Protect Journalists in the Middle East and North Africa, said the number of attacks on the media in the region since the start of the year was “unprecedented”.

Dayem adds that 14 journalists are known to have been killed worldwide this year so far and 10 of these deaths were in the Middle East and North Africa.

Yesterday it emerged that two Western photojournalists had been killed while reporting on the conflict in Libya, British-born journalist Tim Hetherington and Getty Images staff photographer Chris Hondros.
