BBC Editors Blog: ‘The end of Fortress Journalism’

Interesting post – and equally interesting comments – from Peter Horrocks, director of BBC World service, as part of his essay for the Beeb’s ‘The Future of Journalism’ essay series:

“Most journalists have grown up with a fortress mindset. They have lived and worked in proud institutions with thick walls. Their daily knightly task has been simple: to battle journalists from other fortresses. But the fortresses are crumbling and courtly jousts with fellow journalists are no longer impressing the crowds. The end of fortress journalism is deeply unsettling for us and requires a profound change in the mindset and culture of journalism.”

Who will the PCC question at NOTW if it re-opens investigation into phone hacking?

Will the PCC question News of the World’s Stuart Kuttner, who yesterday stepped down as the paper’s managing director, if it re-opens the investigation into phone hacking?

[Update 10.07.09: News International said the ‘departure of managing editor Stuart Kuttner has no connection whatsoever’ with events referred to in a statement]

In evidence given to the House of Commons culture select committee in April, Nick Davies criticised the PCC for failing to hold the News of the World to account on charges of phone hacking:

Mr Davies: If you say to [Andy] Coulson, “Come and give evidence even though you are no longer an editor” and if he says, “No” then that is an interesting tactical failure on his part. It is not just the editor of the paper; what about the managing editor? Why not call Stuart Kuttner, the managing editor of the News of the World, who has been there for years and who has a special responsibility for contracts and money? Why not call him to give evidence? There was a real will on the part of the PCC to avoid uncovering the truth about phone hacking.”

The PCC is now looking at the case again in light of Nick Davies’ exclusive report for the Guardian and could re-open the investigation. So who will they question?

Stuart Kuttner, as Davies suggested? “Kuttner will remain at the News of the World part time to work on special projects for the tabloid, including its Sarah’s Law campaign,” the Guardian reported yesterday.

The PCC decided not to question former News of the World editor Andy Coulson (as we write, he is still the Conservative Party’s communications director) for its 2007 inquiry, citing that he was not longer ‘answerable to the PCC’.  But would they question Kuttner, in his new part-time role?

In 2007 the PCC stated in its report on subterfuge and newsgathering:

“Despite Mr Myler’s [new News of the World editor] appointment, the question arose whether the PCC should ask Mr Coulson to give an account of what had gone wrong. The PCC decided not to do so. Given that the PCC does not – and should not – have statutory powers of investigation and prosecution, there could be no question of trying to duplicate the lengthy police investigation. Furthermore, Mr Coulson was, following his resignation, no longer answerable to the PCC, whose jurisdiction covers journalists working for publications that subscribe to the self-regulatory system through the Press Standards Board of Finance.

“As a result, that part of the investigation involving the News of the World was conducted by the Director of the PCC with Mr Myler.  The Chairman of the Commission also discussed the matter on a number of occasions with the Chief Executive of News International, Mr Les Hinton.”

The PCC stated today:

“Any suggestion that further transgressions have occurred since its report was published in 2007 will be investigated without delay. In the meantime, the PCC is contacting the Guardian newspaper and the Information Commissioner for any further specific information in relation to the claims, published today about the older cases, which suggest the Commission has been misled at any stage of its inquiries into these matters.”

The above quotes were just a small sample of the varied and interesting points discussed at Media Futures 2009 in London last Friday.

The conference explored the future of the media as we move ‘beyond broadcast’.

Speakers and guests included the BBC’s Richard Sambrook, POLIS director Charlie Beckett and TechCrunch’s Mike Butcher.

Themes for discussion included desirable, feasible, challenging and viable futures for the industry.

Television
Video on Demand (VOD) was a popular topic, which divided opinions. Avner Ronen, founder of Boxee, a video service that connects your TV to online streaming media, argued that personal video recorders (PVR) were soon to be obsolete.

But as media analysts, including Toby Syfret from Enders, were quick to point out, TV still has a lot of life left in it. According to his analysis, despite the success of services such as the BBC iPlayer, watching streamed content remains a niche market with just 0.5 per cent of total viewing time being spent on computers.

Newspapers
Panellists were agreed on the future for local newspapers. Patrick Barwise, professor of management and marketing at London Business School said: “Local newspapers won’t come back, the classified advertising model that held them together has changed.”

After the conference I ran into Bill Thompson, the BBC’s technology columnist. Listen below to hear his views on the future for journalists:

This list is doing the rounds under the headline 100 Best Blogs for Journalism Students… and we’re not on it. Nope, not even a smidgeon of link-love for poor old Journalism.co.uk there.

The BachelorsDegreeOnline site appears to be part of e-Learners.com, but it’s not clear who put the list together. Despite their omission of our content and their rather odd descriptions (e.g: Adrian Monck: ‘Adrian Monck writes this blog about how we inform ourselves and why we do it’), we admit it is a pretty comprehensive list; excellent people and organisations we feature on the site, our blog roll and Best of Blogs mix – including many UK-based ones. There were also ones we hadn’t come across before.

AJE: BJTC and NCTJ – a necessary, but unlikely, marriage?

“Just don’t mention the m-word – ‘merger’,” whispered my neighbour at Friday’s Association of Journalism Education (AJE) conference before we entered the final session on the role of the accrediting and qualification bodies and the future of journalism training in the UK.

Efforts to bring the National Council for the Training of Journalists (NCTJ) and Broadcast Journalism Training Council (BJTC) together under a Joint Journalism Training Council forum are ongoing and having spoken to interested parties before, Journalism.co.uk has been told that while a single accrediting body is desirable, the two groups are very different beasts, with different structures and remits.

According to panellist at the event and BJTC secretary Jim Latham, the next meeting between the two bodies is scheduled for this week.

“We [previously] allowed ourselves to become distracted by some issues that shouldn’t have got in the way (…) There should only be one accrediting body, but the devil is in the detail,” conceded Latham.

Going forward, less focus will be placed on the differences between the groups – in particular the NCTJ’s revenue streams – and what can be done jointly.

Both BJTC and NCTJ representatives on the panel where cautious about giving a merger date.

“I think Jim and I are largely in agreement about a single body. How we’re going to achieve that remains open to debate,” said Joanne Butcher, director of the NCTJ.

Demand for a single accrediting body was challenged by some members of the audience, support by others.

“The world has changed the definition of what a journalist is. Convergence isn’t the future, it’s already happened,” said Tim Luckhurst, professor at the University of Kent’s Centre of Journalism.

“I only wish we could have one gold standard body (…) It cannot happen quickly enough. It needs to have a single set of exams. The NCTJ wants to make its mark – one way it could do this is by setting a single gold standard for journalism.”

Notes from an award-winning blog: the Brit who scooped the European prize

For a country that is sneered at by almost all of its European neighbours for its remote, aloof and imperious attitude towards the European Union, I, a humble Brit, was pretty proud (not say totally shocked) to be crowned the winner of the first ever European blogging competition at its finale in Rotterdam this week.

What’s more, I was by no means the only Brit to triumph at the awards ceremony of ‘Th!nk About It,’ a competition that aimed to get young people talking about the European elections that took place to almost no other fanfare at all earlier this month. In all, four out of the five British participants took home awards – not bad for a country that was derided as ‘ignorant’ at the very same event.

When I sent off a brief email in December to apply to take part in the first project of its kind – a pan-European contest that I dubbed ‘the blogging world’s Eurovision song contest’ – I had very little idea of what I was letting myself in for. Five months, and 39 self-penned blog posts later, to my surprise and delight, I have won the entire competition, beating 80 other competitors from all 27 EU member states – and collecting a top of the range Mac laptop for my efforts.

In January, we all assembled in Brussels for a free trip to meet each other and launch the contest – organised by the European Journalism Centre (EJC), and part funded by the European Commission. They weren’t doing things by halves, with speakers including the BBC’s venerated Europe editor, Mark Mardell, and the FT’s Brussels bureau chief, Tony Barber.

Four-and-a-bit months on in Rotterdam, there was a mood of celebration. Wilfried Rütten, director of the EJC, said that the competition had achieved so much, he was embarrassed by its success. The EJC said it did not have any expectations at the outset and that the project had helped engage young people in European politics.

But aside from the back-slapping and self-congratulatory Euro-love on display in Rotterdam, how successful has the project actually been? This is where it gets tricky. The hard numbers are certainly impressive; these are a few that have been bandied about:

  • Nearly 600 blog posts
  • 2,316 comments
  • Around 5,000 trackbacks from external websites
  • Over 2.7m hits
  • 14,000 Google links

However, the original figure of 81 bloggers taking part is actually one of the most damning. Despite a higher than 1 in 3 chance of coming away with a prize (ranging from iPhones to laptops and Flip cameras) – and two free trips on offer – a significant minority lost interest as soon as they returned to their home countries. Is that a desperate indictment of the EU and its ability to relate to its citizens? I’m inclined to conclude that it is more of a comment on the level of interest and commitment shown by some, who failed even to complete the minimum of one blog post per month to remain in the competition.

Turnout at the EU elections was horrendously low; but even the most ardent new media enthusiasts would be unlikely to claim that blogging should have changed that. A more important question is how many people from outside the Euro bubble actually popped their ear up against out blogging wall. My fear is that we were just an echo chamber; albeit a large, active and impressively innovative one.

However, compared to numerous EU inititatives in the new media arena, Th!nk About It was a roaring success. Its 2.7m or so hits in four months compare extremely favourably to the EU’s public flop of a European television station, EUTube, which notched up a dismal 2.2m viewers in the two years since its launch.

Charlie Beckett, director of media think tank POLIS, criticised the project several months ago: “Irrelevant of new media, I don’t think it is fair to expect bloggers talking in different languages in different media markets to cross boundaries and change political climates,” he said.

That is perhaps true, but nonetheless, actually getting representatives from every EU country talking together – and about the EU, of all things – is undoubtedly an ambitious start. And it does seem that this is only the start, as a quick glance at the current website will attest.

The site has undergone a quick re-brand since the awards ceremony, and the competition is now branded: ‘Round #1’. This could be just the beginning…

Blogging for a cause leads to first prize for Global Voices in Zemanta competition

Last week Global Voices Advocacy won first prize in a ‘Blogging for a cause’ competition run by Zemanta, a platform which aims to ‘accelerate on-line content production for any web user’. More than 60 different websites were nominated; the top 5 to receive the most votes from bloggers won US $1200.

Solana Larsen, managing editor of the GV site, sums the project up like this:

“A project of Global Voices to build a global anti-censorship network of bloggers and online activists. Its director is Sami ben Gharbia, a Tunisian free speech advocate and blogger.”

Larsen shared a few more thoughts with Journalism.co.uk: “The Zemanta win was fun because it was an opportunity for bloggers in our community to work collectively to raise some funds for Global Voices Advocacy in a simple way. So much of the time, we’re writing posts to draw attention to censorship, arrested bloggers, or different injustices around the world, that it’s nice with a little positive reinforcement.

“Global Voices Advocacy is working on developing more tools and resources for free speech activists online. A lot of the bloggers in this community are individuals who are working on their own or in small networks in different parts of the world, and we are connecting them with others and trying to develop a sense of unity across borders.

“When somebody discovers that their blog is blocked, or receives threats from authorities, it’s good to have someone to talk to about the risks and possibilities. Internet censorship is extremely common, but there are also many brave people who insist on making their voices heard. Sami ben Gharbia is one of them.”

Local media: A stimulating discussion? Your ideas needed

Last week the National Union of Journalists (NUJ) sent an eight-point plan to new culture secretary Ben Bradshaw as an economic stimulus package for the UK’s local media.

In summary:

  1. Reform of cross-media ownership rules with a strengthened public interest test;
  2. Hard and fast commitment to ring-fence licence fee funding for the BBC;
  3. A levy introduced on commercial operators who benefit from quality public service content – including local news – but do not contribute to its production;
  4. Tax breaks for local media who meet clearly defined public purposes;
  5. Tax credits for individuals who buy quality media;
  6. Direct support to help establish new genuinely local media organisations;
  7. Strategic use of central and local government advertising;
  8. Support for training opportunities that open access to journalism

The proposals come ahead of the long-awaited Digital Britain report, part of which will make new suggestions for local media ownership models and provision.

Both, of course, come on top of a select committee inquiry into local media, countless pontifications from media commentators (ourselves included) and lobbying by industry groups of Bradshaw’s predecessor Andy Burnham.

Reactions to the NUJ’s suggestions from a range of industry representatives are featured below – Journalism.co.uk wanted to gauge the feeling on the ground, so to speak (feel free to leave more comments below or email laura at journalism.co.uk).

Having spoken to Society of Editors executive director Bob Satchwell as part of this process, one thing is clear: new ideas are needed to support newsgathering at a local level, whatever shape or platform it takes.

But with the current level of pressure on existing local news providers, it is short-term answers that are needed, says Satchwell:

“While we’re waiting to create new models to deal with new media landscape the existing reality may be so seriously damaged that it may be too late to apply those complex solutions.”

Here are some reactions to the NUJ’s proposals – what’s the next step?

Firstly starting with a comment left on our original post by James Goffin on levies for aggregators:
Presumably ‘A levy introduced on commercial operators who benefit from quality public service content – including local news – but do not contribute to its production’ is aimed at people like Google, but why leave it there – and why only in one direction?

If this is genuinely aimed at supporting local media (and not just shoring up the BBC, which tends to be the NUJ line nationally) then why shouldn’t the corporation be charged when it ‘benefits’ from stories it has followed up from the local press? (Or blogs for that matter).

And much as I enjoy the idea of claiming back my Private Eye subs against tax, I can see it being as effective in stimulating the economy as the VAT cut.

Give them some credit for at least trying; pity most of it is nonsense.

Tom Calver, a communications officer for Blackburn with Darwen County Council, on defining ‘quality’ and a plan for mutually owned local newspapers:
Point 7 calls for us to consider ‘quality journalism’ when we place ads, which puts those of us in council comms in the unenviable position of having to decide what constitutes ‘quality’. Does the NUJ really think we should be doing that? In any case, there is only one local paper here, so I don’t have any choice in which title to use anyway.

What guarantee is there that ad spend would really support quality journalism, rather than just boosting profits while the newsroom is still run down?

I’m also slightly confused as to what’s meant by “identifying appropriate targets”. Generally speaking, my targets are groups of local people. If a local paper is a good way to reach them, I’ll use it. If it’s not, then I’d be wasting taxpayers money, and failing to get the message to the right people. So is the suggestion that only people who read the local paper are appropriate targets for any campaign?

Or is the suggestion that ‘appropriate targets’ are ‘deserving’ newspapers which should be supported in some sort of charitable way? I’d understand that if local papers were not-for-profit with a clear commitment to good journalism and informing local people, but they’re owned by large groups who will look after the bottom line long before they look after quality journalism.

The NUJ just has not gone far enough. It is asking for more money to be chucked at the same failing model, albeit with some loose guarantees about quality from the same groups that have cut back in newsrooms. That might slow the decline, but it won’t turn things around.

How about mutual ownership for local papers? Newspaper staff, local people and those who support quality journalism could all be members. A constitution could guarantee day to day editorial independence, but the editor would answer to a board elected from the membership, which would set parameters for coverage, monitor quality and ensure investment in training.

That sort of organisation could then benefit from tax breaks and have access to funds supporting community development. With a clear duty to improve local coverage, it would probably get back some of the lost readers (and so make itself a more appealing advertising channel for public services!).

Rick Waghorn, ex-regional newspaper journalist and founder of MyFootballWriter.com on practical problems:
I think it’s all very well intentioned, but as ever the devil will be in the detail and the ‘how’ any of this is likely to work…

Or, indeed, who is going to have the political will/leverage to ensure any of this is adhered to.

Tax credits? Who adjudicates on the ‘quality’ assessment panel?

Direct support for ‘genuinely’ local media organisations? How? When? Via whom? Ofcom?

Strategic use of local and central government advertising is spot on – but that can start happening now. But again who is charged with making the ‘assessment’ that it is ‘quality’ journalism?

With Tom Watson out of government, Ben Bradshaw presumably given 10 days to master his new ‘brief’ before the publication of Digital Britain, I don’t see anyone with the drive or the will to oversee this – not whilst the Brown government is so fatally weakened.

Alas, I fear it’s going to be every man, woman and under-fire journalist for themselves for the foreseeable future – and the only people that are ever going to come to our rescue are ourselves.

Former editorial director for a UK regional newspaper group on media ownership problems:
My own concerns would be about possible loss of independence that could come with subsidy.

The cut backs in the industry are already leaving gaps. It might be better to see who and what steps in to fill the vacuum. [More emphasis on new media models – Ed]

On cross media ownership, take a look at Guardian Media in Manchester where it has already happened with TV, radio, web and newspapers under one roof. It has not been a success.

Comment from Dan Mason, director of Dan Mason Associates and former newspaper group managing editor, on journalism enterprise:

Full marks to the NUJ for keeping the ball rolling after the departure of Andy Burnham. I’m delighted to see the appalling lack of support for media innovation and enterprise included (this would top my list), as well as the need to focus on better media training.

My big concern is that trying to define something as subjective as ‘quality journalism’ as a cornerstone of any plan renders it impotent from the start, especially when the suggested criteria includes demands on media companies that are impossible to regulate, like maintaining paginations.

If this keeps the dialogue going and pressure on this government to act, great. But, if Lord Sugar has anything to say about it, ministers will need to focus on what can be achieved, by when, for what cost.
