<p>The BBC is recruiting the first batch of regional journalists to improve its linear services to the UK&#8217;s regions, <a href="http://www.bbc.co.uk/bbctrust/news/press_releases/july/local_proposals.shtml" target="_blank">as part of proposals approved by the the BBC Trust in July</a>.</p>
<p><a href="http://www.mediauk.com/tv/jobs/7336/political-reporter-(broadcast-journalist)-x-12?utm_source=Subscription&amp;amp;utm_medium=Twitter&amp;amp;utm_campaign=Jobs" target="_blank">The 12 new political reporter posts (as advertised on Media UK)</a> will work across radio, TV and online for the BBC&#8217;s English regions.</p>
<blockquote><p>&#8220;In this role, you&#8217;ll be translating complex material into reports which engage with our audiences. You&#8217;ll be working for both bulletins and programmes (e.g. Local Radio Breakfast and Drivetime shows) and providing material for regional TV news and weekly political programmes on BBC One. You’ll cover the next General Election campaign,&#8221; the job ad description explains.</p>

<p><a href="http://www.journalism.co.uk/2/articles/532890.php" target="_blank">Following the rejection of the BBC&#8217;s plans to increase local video output</a>, the BBC Trust tasked the executive with producing proposals to enhance the BBC&#8217;s local TV and radio services.</p>
<p>The approved proposals included:</p>
<ul>
<li>A fund for programming in the English regions</li>
<li>Improvements to local TV and radio news, including coverage of local government</li>
</ul>
<p>&#8220;This is the first tranche of roles that we intend to create over the next few years focused on enhanced BBC coverage of local democracy on both local radio and regional television as part of improving local linear services to regions and communities,&#8221; a BBC spokeswoman told Journalism.co.uk.</p>
<p>&#8220;The overall package is part of a process of re-investment from our own efficiencies and we don&#8217;t expect there to be any net increase in jobs over the whole of the package which will roll out over the next 4/5 years.&#8221;</p>

<p>The BBC Trust today launched &#8216;the largest and most significant service review&#8217;  of television that is has ever undertaken, and seeks views on BBC One, BBC Two and BBC Four. A 12 week public consultation is now underway.</p>

BBC One and BBC Two are the two most popular services that the BBC operates. <p>The review will look at all content on the channels including news and nations and regions output, the Trust outlined. <p>The BBC Trust <a href="http://blogs.journalism.co.uk/editors/2009/09/23/bbc-trust-responds-to-mps-accusations-over-commercial-expansion/" target="_blank">was yesterday criticised</a> by MPs&#8217; in a select committe report, over the body&#8217;s handling of the corporation&#8217;s commercial arm, BBC Worldwide.</p>
<p><a href="../2009/09/17/ben-bradshaws-speech-in-full-bbc-has-probably-reached-limits-of-reasonable-expansion/" target="_blank">Last week the culture minister, Ben Bradshaw</a>, speaking at last week’s Royal Television Society conference in Cambridge, said there could be a case for a ’smaller licence fee’ and also suggested that the BBC Trust model is not &#8217;sustainable&#8217;.</p>

<blockquote><p>&#8220;In my book, &#8216;guardianship of the public interest in the BBC&#8217; includes seeing off opportunistic attempts to spend the licence fee on things that have nothing to do with the BBC&#8217;s public purposes. Any proposal to spend any of the licence fee has to be judged against the public value it delivers. That&#8217;s the acid test.</p>
<p>&#8220;Let&#8217;s not forget whose money we are talking about here. Not the government&#8217;s, not political parties&#8217;, not other regulators&#8217; and ultimately not the BBC&#8217;s. It&#8217;s the public&#8217;s money. It&#8217;s licence-fee payers&#8217; money. People would do well to remember that licence fee payers give us their money in good faith, believing it will be spent on BBC services and content.&#8221;</p>

Using examples from various Journalism.co.uk pieces, I argue that it is very difficult to look towards coverged newsroom, under the hybrid regulatory systems with which we operate as UK-based publishers. <p><a href="http://beatblogging.org/2009/05/15/uk-news-regulation-stands-in-the-way-of-newsroom-convergence/" target="_blank">Read it in full over at the site</a>. Here&#8217;s an extract:</p>
<blockquote><p><em>We talk about converging newsrooms of the future that transcend boundaries between online, print and broadcast, but at a very fundamental level that process is impossible in the United Kingdom.</em></p>
<p><em>Martin Belam, information architect for the Guardian, recently emphasized that point in an interview with Journalism.co.uk:</em></p>
</blockquote>
<blockquote><p><em>&#8220;In a converged media landscape, it seems odd that [BBC's] Robert Peston&#8217;s blog is regulated by the BBC Trust, [Channel 4's] Jon Snow&#8217;s blog is regulated by Ofcom, and [the Guardian's] Roy Greenslade&#8217;s blog is regulated by the PCC.&#8221;</em></p>
</blockquote>
<blockquote><p><em>Now, Martin was actually wrong on the Jon Snow point: Ofcom does not regulate any television Web sites at all. That is to say, the brands which must adhere to a strict code for television content are completely unregulated online. Ofcom advises consumers to make complaints about online content to their Internet service provider.</em></p>
<p><em>The BBC Trust regulates the BBC online; the Press Complaints Commission (PCC) regulates newspapers, magazines and their online content.</em></p>
<p><em>And Stephen Fry, who – at the time of writing — is nearing half a million followers on Twitter? Or Guido Fawkes (aka Paul Staines) who has a loyal readership to rival most newspaper commentators? Well, they govern themselves – unless the law gets involved.</em></p>
<p><em>When the traditional media sectors go online, they&#8217;re regulated by their various bodies, and the &#8216;online-onlys&#8217; only have the courts to worry about. Press publications have a less strict code than broadcasters, but online, broadcasters have more freedom than the press – though they don&#8217;t seem to be exercising it.</em></p>
<p><em>In a nutshell, a financial commentator from a newspaper has greater freedom than a financial commentator from a broadcaster, and an independent online-only financial commentator has the greatest freedom of all.</em></p>
<p><em>What happens when a bank crashes? Channel 4 and ITV can theoretically report how they like &#8211; online. The BBC must always answer to the BBC Trust. The newspapers must comply with the PCC code. Martin Lewis, of the MoneySaving Expert can, if he so chooses, be a law unto himself.</em></p>
<p><em>Same news and it&#8217;s all online but in very different guises. We might think people know the difference, but do they?</em></p>

<p>In a speech given to Cardiff&#8217;s Business Club last night, BBC Trust chairman Sir Michael Lyons added <a href="http://blogs.journalism.co.uk/editors/2009/01/21/how-do-bbc-and-itv-propose-shared-regional-video-coverage/" target="_blank">more weight to suggest more regional news partnerships between the BBC and competitors</a> are in the pipeline:</p>
<ul>
<li>More on partnerships: work is ongoing on partnerships in regional media with ITV; and between Channel 4 and BBC Worldwide.</li>
<li>Could BBC enter into an IT-sharing agreement with S4C and ITV in Wales to reduce operational costs?</li>
<li>Revamp of Broadcasting House in Wales could benefit local media with technology sharing arrangements.</li>
<li>&#8220;Perhaps even Trinty Mirror could have a role to play too [in partnering the BBC for regional news provision], given their journalistic presence in Wales and their significant online operation.&#8221;</li>
<li>And, just in case you doubted it: &#8220;The BBC local video project is dead. We have told BBC news that it must come up with a different solution.&#8221;</li>
</ul>

<p><a href="http://www.ofcom.org.uk/media/features/janpsbitv" target="_blank">Recommendations were given for each of the UK&#8217;s broadcasters in turn</a>, but given <a href="http://business.timesonline.co.uk/tol/business/industry_sectors/media/article5549273.ece" target="_blank">news this week of potential mergers with Five or the BBC</a> and <a href="http://www.guardian.co.uk/media/2009/jan/20/channel-4-to-invest-in-out-of-london-content" target="_blank">yesterday&#8217;s pledge to invest £500 million in regional production and programming</a>, here&#8217;s a synopsis of the points directed at<strong> Channel 4</strong>:</p>
<ul>
<li>&#8220;A new organisation, with public purposes at its heart, should be established; Channel 4 is well-placed to be central to this.&#8221; This could potentially be funded by a chunk of the £130m-a-year BBC licence fee digital switchover surplus.</li>
<li>Full range of digital content and news and programmes from outside of London needed</li>
<li>Merger with BBC Worldwide, Five or other organisations not ruled out, but &#8220;[P]artnerships should complement market provision and ensure economic sustainability, accountability, choice and competition. New governance and accountability arrangements would be essential.&#8221; (<a href="http://blogs.telegraph.co.uk/amanda_andrews/blog/2009/01/21/more_of_a_tension_with_channel_4_and_five_merger" target="_blank">Report from Telegraph.co.uk</a>, says Ofcom chief executive Ed Richards said there is &#8216;more of a tension&#8217; surrounding a possible deal with Five)</li>

<p>Following the regulator&#8217;s market impact assessment late last year, which formed part of <a href="http://www.journalism.co.uk/2/articles/532890.php" target="_blank">the BBC Trust&#8217;s decision to reject local online video plans</a>, the <a href="http://www.ofcom.org.uk/media/features/janpsb3" target="_blank">report also reviewed PSB in the nations and regions</a>:</p>
<ul>
<li>Potentially good news for local newspapers in England (<a href="http://www.newspapersoc.org.uk/Default.aspx?page=4129" target="_blank">welcomed by the Newspaper Society</a>) &#8211; &#8220;Ofcom believes that the Government should plan for an alternative way of securing regional news for the devolved nations and English regions from 2011&#8243;.</li>
<li>Plans for ITV and BBC to share some resources and infrastructure in England will be reviewed &#8211; in particular, how sustainable this model is.</li>
</ul>
<p>The National Union of Journalists (NUJ) has expressed concerns over Ofcom&#8217;s recommendations for ITV Local &#8211; suggesting a deal had already been agreed between the channel and regulator rendering a consultation on cuts to its local news provision meaningless.</p>
<blockquote><p>&#8220;Ofcom has presented its proposals as a framework for saving public service broadcasting, but the reality is that this report has given ITV the go-ahead to cut its local output. It means fewer local news programmes and fewer local stories. As hundreds of editorial staff walk out of the door, they&#8217;ll be taking the links between ITV and local communities with them. That&#8217;s hardly in the interests of citizens and viewers,&#8221; said <a href="http://www.nuj.org.uk/innerPagenuj.html?docid=1077" target="_blank">a statement by the union</a>.</p>
</blockquote>
